Energy Efficiency

Energy efficiency certificates are traded in France and Italy for the local compliance market. The system is very simple: after an energy efficiency project is carried out (energy saving bulbs, insulating buildings or improving energy intensive projects) certificates will be issued. These certificates can be traded freely on the market.

Although STX have a well-built market presence in France and Italy, we are also happy to assist industrial clients in other European Countries to undertake energy efficiency projects.

French Certificats d’Economie d’Energie (CEE)

The French CEE system has been in place since July 2006 and was a result of a French energy policy law passed in July 2005. It places an obligation on suppliers of electricity, gas, domestic fuel (not for transport), LPG, cooling and heat to save energy in the residential and commercial markets.

The French White Certificates are intended to encourage the efficient use of energy in a liberalised market. Additionally, it aims to encourage the development of the energy service approach.

Energy suppliers have an obligation, which is a target that can be reached either by implementing ‘end use’ energy saving or by buying energy saving certificates. If the target is not met there is a penalty of 2 eurocents for each unit of saving missed.

STX is very active in both the spot and forward market.

Italian Certificati Bianchi

In Italy Energy Efficiency Certificates are called “Certificati Bianchi” or “Titoli di Efficiency Energetica”. Certificates can be obtained through standard projects (e.g. energy saving bulbs) or ad-hoc projects (improving energy use in furnaces). After those certificates are issued they can be exchaged freely in the market and bought by traders or compliance buyers. Eventually compliance buyers will have to hand in an equal amount of certificates to their assigned quota obligation.

STX is very active in both the spot and forward market, with a special focus in structuring deals between ESCo’s (Energy Saving Companies) and industrial clients.
